If you’re going to go for herbicides, application to the cut stump or to the lower part of the stem is easiest and works well. Seedlings can just be pulled… that’s the easiest of all.
Do not cut unless you intend to paint the cut stumps with herbicide — you’ll get root sprouts everywhere! Easiest way to do this is to have the appropriate dilution of the apppropriate herbicide in a “stamp licker” bottle — sponge top. You need to treat the stump within 15 minutes of cutting, so you just cut with
loppers or a saw, then immediately paint with the sponge on top of the stamp licker. Don’t forget to label the stamp licker appropriately, and dispose of it properly when empty, just like any herbicide container.
